During the invasion of Georgia in the summer of 2008, Russia held up Turkish trucks at border posts, suspended commitments it had made as part of its WTO application and banned poultry imports from 19 American companies.
In November, Mr Medvedev agreed to the Group of 20 nations’ pledge not to engage in protectionism on a Saturday morning in Washington. By the end of the following Monday, his government had confirmed its intention to renege on that promise.
Even if border tariffs can be kept down, moreover, Russia’s grim cocktail of gangsterism and corruption makes the country a dangerous place to do business.
This week, Sergei Magnitsky, a lawyer for Hermitage Capital Management, died in a Moscow prison. The 37-year-old, imprisoned on a politically loaded accusation of tax fraud, was held in appalling conditions and complained of being denied adequate medical care.
Transparency International, the global corruption think-tank, this week published its league table of perceived corruption across the world: Russia is currently tied with Zimbabwe. It is only a little more trusted than the broken states of Afghanistan and Iraq.
So long as energy prices remain buoyant, the Russian government will be flush with cash. From their perspective, reform can wait. But if they want a broader-based economy – and, crucially, if they want to make the country a safer, less nervous place to live and work – Russia must, in the words used by Mr Medvedev last year, understand “the necessity and desirability of observing the law”.
